Conditions or Reasons:
1) The proposed development, if permitted, fails to provide appropriate off-road parking for the existing flats at No. 9 Hinksley Road and would not allow free movement from each parking space at any given time, thereby resulting in unacceptable traffic congestion. Therefore, resulting in insufficient parking for the existing dwellings. The proposal would result in a detrimental impact on the highway and therefore would be contrary to Policy HQ1, T2 and T3 of the Central Beds Local Plan and Section 12 of the NPPF.
