Conditions or Reasons for Planning Application - CB/21/05585/FULL
Conditions or Reasons:
1) The proposal by virtue of its siting adjacent to the boundary, layout span across the site and excessive scale, would appear as a cramped form of development on a narrow plot of land infilling the gap between the existing built form. The accumulation of the built form and hardstanding would amount to overdevelopment of the site and the lack of mitigation provide in the way of landscaping would provide a harmful impact upon the streetscene and visual amenity of the area. The proposal would therefore not be considered high quality design, conflicting with Policy HQ1 of the Central Beds Local Plan and Section 12 of the NPPF.
2) The proposed by virtue of its siting and scale would create an unacceptable overbearing impact and overshadowing impact upon the private rear amenity space of No. 3 High Street. This would result in an unacceptable impact upon neighbouring amenity and would therefore not be considered high quality design, conflicting with Policy HQ1 of the Central Beds Local Plan and Section 12 of the NPPF.
3) The proposal would fail to provide the required 30% tree coverage due to its siting within the Marston Vale Forest Boundary and would therefore conflict with Policy EE9 of the Central Beds Local Plan.
4) The proposal provides insufficient information in regard to the proposals impact upon protected species and wildlife on site and therefore no accurate assessment can be made in regard to the proposed developments impact. As such the proposal would fail to demonstrate there would be no unacceptable impact upon biodiversity and would conflict with Policy EE2 of the Central Beds Local Plan and Section 15 of the NPPF.
