Conditions or Reasons for Planning Application - CB/22/00469/PIP
Conditions or Reasons:
1) The proposed development is located outside the settlement envelope of Aspley Guise within the open countryside. The introduction of residential development on land that is not wholly previously developed land would conflict with the requirements of Policy SP7 of the Central Bedfordshire Local Plan.
2) By reason of its location, amount of development and land-use proposed, it is considered that the development would adversely impact the character and appearance of the area by introducing residential development into a rural area, resulting in a harmful urbanising incursion into the open countryside. It has not been demonstrated that the proposed development would not lead to harmful impact on trees and landscape features, which contribute to the setting of the site. The proposal is contrary to Policies SP7, HQ1, EE4 of the Central Bedfordshire Local Plan.
3) Insufficient information has been submitted to demonstrate that there would not be adverse impact on the highway network resulting from the traffic generated from the existing access compared to the proposed use. Additionally, insufficient information has been provided to enable an accurate assessment of the application in terms of a safe pedestrian route within the site to a pedestrian footway at the site frontage and clear of the carriageway to enable safe access for pedestrians. The proposal thereby conflicts with Policy T2 of the Central Bedfordshire Local Plan.
