Conditions or Reasons for Planning Application - CB/22/00803/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers; Drainage Strategy - Appendix G - 25.02.2022, AGP Proposed Materials and Appearance - Appendix H - 25.02.2022, Site Location Plan 28.02.2022, Proposed AGP - Drainage Plan 25.02.2022, Floodlighting Scheme Plan 25.02.2022, Proposed Elevation Plan 25.02.2022, ATP Proposed Floor Plan 25.02.2022, Block Plan 25.02.2022, Topographical Survey Plan 25.02.2022 and AMENDED-JSL4347_800 Landscape Plan 200722-800-26.07.2022

Reason: To identify the approved plan/s and to avoid doubt.
3) All ecological measures and/or works shall be carried out in accordance with the details contained in the Preliminary Ecological Appraisal (BJ Collins, 2022) as already submitted with the planning application and agreed in principle with the local planning authority prior to determination.

Reason: To ensure all impacts from development are taken into account and mitigated.

4) Construction management shall be undertaken in accordance with the 'SIS Pitches, Vandyke Upper School Construction and Environmental Management Plan (March 2022). The plan shall be monitored and updated as required.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
5) The development hereby approved shall not be brought into use until an updated School Travel Plan has been submitted in writing to the Local Planning Authority for their approval. The updated Travel Plan shall include:

Detail on community use; opening/closing times and session times
Who will manage the car park will this be facilitated by the school
How will community users access travel information there should be a clear link on the school website referencing all sustainable travel modes available (bus routes & timetables, walking/cycling routes, location of cycle parking)
Will community users have access to the school's cycle shelters out of school hours

All measures agreed therein shall be undertaken in accordance with the approved Plan.

There shall be an annual review of the Travel Plan (for a period of 5 years from the date of approval) to monitor progress in meeting the targets for reducing car journeys generated by the proposal and this shall be submitted to the Local Planning Authority for their approval.

Reason: In the interests of highway safety, to reduce congestion and to promote the use of sustainable modes of transport
6) Use of the development shall not commence until a community use agreement prepared in consultation with Sport England has been submitted to and approved in writing by the Local Planning Authority, and a copy of the completed approved agreement has been provided to the Local Planning Authority.  The agreement shall apply to the 3G pitch and include details of pricing policy, hours of use, access by non-school users, management responsibilities and a mechanism for review.  The development shall not be used otherwise than in strict compliance with the approved agreement. 

Reason: To secure well managed safe community access to the sports facility/facilities, to ensure sufficient benefit to the development of sport and to accord with Development Plan Policy EE13
7) The facility hereby approved shall not be used except between 0800 hours and 2200 hours Monday Sunday, without the prior agreement in writing of the Local Planning Authority.

Reason: To protect the amenity of nearby residential occupiers.
8) If within a period of 12 months following the first use of the lighting columns the Planning Authority requires the alignment of the lights to be adjusted and/or hoods or shields to be fitted, this shall be carried out in accordance with an agreed scheme within 21 days of official notification. The means of illumination shall thereafter be implemented only in accordance with the agreed scheme.

Reason: To protect the amenity of nearby residential occupiers.
9) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
