The proposed development, by reason of its layout, scale, appearance and landscaping, would result in a scheme of poor design quality, which would dominate the street scene, would fail to relate well to the local surroundings and would fail to reflect local distinctiveness and landscape character. The proposed development is therefore contrary to Policies EE4, EE5 and HQ1 of the Central Bedfordshire Local Plan (2021), Policies DC1, DC2 and RC2 of the Sutton Neighbourhood Plan, the Central Bedfordshire Design Guide (2014) the Sutton Neighbourhood Plan Design Codes and section 12 of the National Planning Policy Framework 2021 |

The proposed development, by reason of the layout and siting of plot 5, would result in a loss of privacy to the living conditions of the occupiers of Clay End Farm and will result in the rear garden of plot 5 being overlooked by Clay End Farm. The proposal represents a poor layout and design and conflicts with Policy HQ1 of the Central Bedfordshire Local Plan (2021) and section 12 of the National Planning Policy Framework (2021). |
