Conditions or Reasons for Planning Application - CB/22/00857/FULL
Conditions or Reasons:
1) The proposal would result in the unacceptable loss of a community facility and associated employment, and there has been an absence of robust justification and evidence to justify that loss. It has not been demonstrated that the facility no longer serves the community, that it is surplus to requirement and that there is a lack of need for any other community service. Furthermore, it has not been shown that the facility is no longer viable, and that all reasonable efforts have been made to market the facility. The development is therefore in conflict with Policy HQ3 of the Central Bedfordshire Local Plan (2021) and Paragraph 93 of the National Planning Policy Framework, and would fail to comply with the economic and social objectives of sustainable development.
2) The proposal would result in the loss of a main town centre use and would fail to positively support the vitality of the town centre, by reducing the range of facilities offered and activity outside of normal shopping hours in the town centre of Biggleswade. The development is therefore in conflict with Policy R1 of the Central Bedfordshire Local Plan (2021) and would fail to comply with the economic and social objectives of sustainable development.
3) Insufficient information has been provided to demonstrate that future occupiers of the proposed development would not be unacceptably impacted by noise impacts generated by traffic and the use of Stratton House Hotel, whereby any mitigation measures may impact upon the listed building. The development is therefore in conflict with Policy CC8 of the Central Bedfordshire Local Plan (2021) and Paragraph 174 of the National Planning Policy Framework.
4) Insufficient information has been provided to demonstrate that the proposed development would not result in the obstruction of the highway and would not impede the free flow of traffic on the existing network, by reason of vehicles not being able to enter and exit the site in a forward gear. The development is therefore in conflict with Policy T2 of the Central Bedfordshire Local Plan (2021).
