1) Insufficient information has been provided to demonstrate that the proposed development would not result in either substantial or less than substantial harm to the historic fabric and special interest of a Grade II Listed Building. Public benefits are not demonstrated which would outweigh the degree of harm to this heritage asset. The development is therefore contrary to Policy HE3 of the Central Bedfordshire Local Plan (2021) and section 16 of the National Planning Policy Framework (2021)
