Conditions or Reasons for Planning Application - CB/22/01385/FULL
Conditions or Reasons:
1) The proposed development is of a siting, scale, form and design which is out of keeping with and detrimental to the pattern, grain and character of surrounding development. The design and layout is poor with inadequate outside living space for future residents. The development represents a contrived form of development, constituting backland development and pays no respect to the setting or existing built environment. The proposal does not therefore represent a sustainable form of development in terms of the environmental objectives and conflicts with policies HQ1 and HQ8 of the Central Bedfordshire Local Plan, the National Planning Policy Framework (2021) and the Central Bedfordshire Design Guide.
2) The proposed dwelling, by way of loss of privacy and overlooking and amenity to occupiers of adjacent dwelling No.108 Meadway, would result in an undesirable and unacceptable form of backland development; as such the proposal is contrary to Policies HQ8 and HQ1 of the CBLP (2021), Section 12 of the NPPF and Section 7 of the Design Guide.
3) The proposed development makes inadequate provision for the off-street parking of vehicles and is likely to lead to an increase in on-street parking so resulting in traffic congestion and additional hazards for highway users.The proposed development fails to demonstrate that the proposed parking requirements the existing dwelling can be accommodated in a manner that would not cause increased danger and inconvenience to users of the highway.
