Conditions or Reasons for Planning Application - CB/22/01436/FULL
Conditions or Reasons:
1) The construction of the boundary wall, piers and inclusion of gates, by virtue of its siting, design and scale, would not positively contribute to the character and appearance of the area as a particularly strong and regular feature in the streetscape which contrasts substantially with the more informal and soft landscaping of other front gardens in the vicinity. This impact is further strengthened by the erection of other walls and the extent of hardsurfaces behind the frontage. The proposed  retention of the structures would therefore harm the visual amenities of character & appearance of the streetscene and neighbouring dwelling the raised hardstanding is in conflict with contrary to policy HQ1 of the Central Bedfordshire Local Plan, Section 12 of the NPPF and the Central Bedfordshire Design Guide.
2) The proposal would result in an unacceptable harm to the existing highway network and a safety issue to other users of the public highway. Forward visibility splays have not been provided to ascertain that other users of the public highway have adequate visibility to the obstructing waiting vehicle to enable them to stop safely and avoid conflict. Insufficient information has been submitted to determine the full impact of the proposal on the Highway Safety of the site, contrary to policies T2, T3 & HQ1 of the Central Bedfordshire Local Plan, Section 1 of the Central Bedfordshire Design Guide and Sections 9 & 12 of the NPPF.
