Conditions or Reasons:
1) The proposed development is of a siting, scale, form and design which is out of keeping with and detrimental to the pattern, grain and character of surrounding development. The design and layout is poor with inadequate outside living space for future residents. The development represents a contrived form of development and pays no respect to the setting or existing built environment. The proposal does not therefore represent a sustainable form of development in terms of the environmental objectives and conflicts with policy HQ1 of the Central Bedfordshire Local Plan, the National Planning Policy Framework (2021) and the Central Bedfordshire Design Guide.
2) Insufficient information has been provided by the applicant to enable an accurate assessment to be made of the highway safety/traffic impact implications of the development in respect of visibility splays between the public highway/private access which would be detrimental to road safety for all users of the public highway.
3) The proposed development would result in the increased use of a substandard private access, which would have an adverse effect on road safety and the flow of traffic. By reason of its width, 3m as opposed 4.8m, the existing private access is substandard and therefore unable to serve the proposed development with safety and convenience. The applicant is not able to provide a satisfactory turning space within the site for service vehicles. The resultant reversing of vehicles onto or off the highway would lead to danger and inconvenience to users of the highway.
4) The application fails to demonstrate that the proposed development would not inhibit the right of way FP6 Stotfold, and as such would have unacceptable implications on the public footpath system contrary to Policies HQ1 and EE12 of the Central Bedfordshire Local Plan (2021).
