Conditions or Reasons for Planning Application - CB/22/02081/FULL
Conditions or Reasons:
1) The proposal would result in additional development outside of the identified settlement envelope in conflict with Policy SP7 of the Central Bedfordshire Local Plan. The proposal is also considered to be an overdevelopment of the site with inadequate spacing of mobile homes and caravans providing an unsafe environment for the occupiers. Thus the development would result in the further urbanisation of the site, would not amount to a high quality development and would result in harm to the character and appearance of the area and landscape. The proposal would thereby conflict with Policies HQ1, EE5 and EE8 of the Central Bedfordshire Local Plan and Chapters 12 and 15 of the National Planning Policy Framework and Planning policy for traveller sites (2015).
2) All development proposals are required to at the least avoid negative impacts on biodiversity but in addition the site lies within The Greensand Ridge Nature Improvement Area where proposals are required to deliver a net gain in biodiversity, enhance wildlife networks and increase ecological connectivity, demonstrate provision for species recovery and resilience, and respect the topography and landscape. The proposal fails to demonstrate a net gain in biodiversity, or enhance wildlife networks, or demonstrate provision for species recovery or respect the topography and landscape and therefore conflicts with Policies EE2 and EE8 of the Central Bedfordshire Local Plan and Chapter 16 of the National Planning Policy Framework.
3) The application proposes additional development within an area identified as being at increased risk of flooding, including both Flood zones 2 and 3 of the River Flit. The proposal does not include sufficient details of surface water drainage, evidence of safe access/egress, details of drainage associated with the mobile homes and details of imported materials such as to demonstrate protection and mitigation against the increased risk of flooding to the occupiers of both existing and proposed properties. Further, the proposal includes built form and development within 9 metres of the identified watercourse, thus likely preventing access and maintenance of the watercourse and resulting in loss of natural flood storage. Therefore the proposal is considered to conflict with Policies CC3, CC4, CC6 and H7 of the Central Bedfordshire Local Plan and Chapter 14 of the National Planning Policy Framework.
