Conditions or Reasons for Planning Application - CB/22/02150/FULL
Conditions or Reasons:
1) The development, if permitted, would result in the intensification of use of a substandard access(es) which makes no provision for adequate driver/driver intervisibility at the junction of Deepdale with Sandy Road, the junction of Mill Lane with Everton Road and the junction of Dirok with Deepdale/Mill Lane and will lead to conditions of danger and inconvenience to users of the highway and the property. This would therefore conflict with Policy T2 and HQ1 of the Central Beds Local Plan and Section 12 of the NPPF.
2) The proposed development, if permitted, would result in the intensification of use of a single width BOAT (Mill Lane) which makes no provision for the passing of traffic (being motorised, equestrian and pedestrian) and the increased use will lead to ruts in the BOAT leading to possible grounding of vehicles and inconvenience and conflict to users of the BOAT and maintenance costs to the council. This would therefore conflict with Policy T2 and HQ1 of the Central Beds Local Plan and Section 12 of the NPPF.
3) The proposal would fail to demonstrate that it would not have an detrimental noise impact upon the residential amenity of dwellings within the surrounding area. No noise impact assessment or relevant information has been submitted and so no proper assessment could be undertaken. Therefore, the proposal would be considered to have a detrimental impact upon neighbouring amenity, contrary to Policy HQ1 and EMP4 of the Central Beds Local Plan and Section 12 of the NPPF.
4) The development due to its siting within the open countryside and outside the settlement envelope would create a heavy reliance on private motor vehicles to access the site and would not be within nearby proximity to any public transport links. As such the site would be considered an unsustainable location, conflicting with the environmental objective of the NPPF. Therefore, the proposal would be contrary to Section 2 of the NPPF and HQ1 and EMP4 of the Central Beds Local Plan.
