Conditions or Reasons:
1) The proposed change of use and fencing, by virtue of enclosing the visual amenity land is considered to weaken the open feel and softening of the development when entering the site resulting in the detrimental impact on the character and appearance of the site and surroundings; reduces highway visibility and removes ecological enhancement from the site. The development is therefore contrary to policies HQ1, T2, EE2 and EE4 of the Adopted Local Plan and Sections 12 and 15 of the National Planning Policy Framework.
