Conditions or Reasons:
1) Due to the gradient land form towards the church, the menage would result in a significant levelling and change to the character and topography in this area. This, combined with the access road, landscaping and surface treatments will result in a significant and adverse change to this view/aspect of the Grade II* Listed Church of Saint Mary the Virgin. The natural topography here, which has remained largely unchanged in the setting of the church and probably since its construction, will be significantly altered. This will detract from the appreciation of the church. The less than substantial harm to the designated heritage asset of the Grade II* listed Church is not outweighed by any public benefits. The development is in conflict with Sections 12 and 16 of the NPPF, Policies HQ1, HE3 and EE5 of the Central Bedfordshire Local Plan, CBC Design Guide 'The Historic Environment' and policy M11 in the Maulden Neighbourhood Plan (Pre-submission consultation (Regulation 14) stage).
