Conditions or Reasons:
3) No development shall commence (including any demolition, ground works, site clearance) until details of how the development will provide a net gain in biodiversity have been submitted to and approved in writing by the local planning authority. The submitted details should include the results of a Biodiversity Net Gain Assessment carried out using the most up-to-date DEFRA Biodiversity Metric (or any such national replacement thereof). Where a net gain in biodiversity cannot be achieved on site, then a scheme for off-site provision would be required to be submitted to and agreed in writing by the Local Planning Authority including details of location and timing. The works shall be carried out strictly in accordance with the approved details and shall be retained in that manner thereafter.
Reason: To secure biodiversity enhancement in accordance with Policy EE2.
4) No development shall take place until details of the method of disposal of foul and surface water drainage have been submitted to and agreed in writing by the Local Planning Authority, including any land drainage system. Thereafter no part of the development shall be occupied or brought into use until the approved drainage scheme has been implemented.

Reason: To ensure that adequate foul and surface water drainage is provided and that existing and future land drainage needs are protected. (Section 14, NPPF)
6) Notwithstanding the details shown, development shall not begin until details of the improvements to the junction of the vehicular access with the highway have been submitted to and approved by the Local Planning Authority and no building shall be occupied until the junction has been constructed in accordance with the approved details.
Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
12) Prior to occupation, a scheme for the secure and covered parking of cycles on the site, calculated at one cycle parking space per bedroom, shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be fully implemented before the development is first occupied or brought into use and thereafter retained for this purpose.
Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport
14) Details of a refuse collection point located at the site frontage, not within the public highway or any visibility splays, shall be submitted to and approved by the Local Planning Authority prior to the occupation of any dwelling. The scheme shall be fully implemented prior to occupation of any dwelling and shall be retained thereafter.
Reason: In the interest of amenity and in order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
17) Notwithstanding the details submitted with the application, a full selection of external material samples, including proposed replacement or supplementary timber cladding, face brick, rainwater goods, roof coverings including ridge elements, proposed to be used in respect of the development hereby approved shall be provided for consideration by, and the written approval of, the Local Planning Authority prior to the commencement of any work of construction onsite either by way of :-i) a full samples assemblage made available on site for Local Planning Authority inspection, with product types, including bricks, identified by product name and manufacturer) a full photographic materials schedule submission, with product types, including bricks, identified by product name and manufacturer, and proposed timber cladding shown in profile The approved development shall be undertaken thereafter strictly in accordance with the approved details.
Reason: To ensure that the approved development is carried out in a manner that safeguards the historic fabric and traditional character of the historic, and listed, buildings to be retained in the approved development (Section 16, NPPF)
18) Notwithstanding the details submitted with the application samples of all materials proposed to be used in the hard landscaping of the development hereby approved shall be provided for consideration by, and the written approval of, the Local Planning Authority prior to the commencement of any work of construction on site either by way of :-i) a full samples assemblage made available on site for Local Planning Authority inspection with product types identified by product name and manufacturer ii) a full photographic materials schedule submission with product types identified by product name and manufacturer, as appropriate. The approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the approved development is carried out in a manner that safeguards the historic character of the site and the character of the listed buildings which the site contains (Section 16, NPPF)
19) Notwithstanding the details submitted with the application, all boundary fencing and associated gates to be installed as part of the development hereby approved shall be strictly appropriate to the historic character of the site, full details of which, including intended finishes, shall be submitted to and approved in writing by the Local Planning Authority prior to any installation onsite, and the approved development shall be undertaken thereafter strictly in accordance with the approved details
Reason: To ensure that the approved development is carried out in a manner that safeguards the historic character of the site and the character of the listed buildings which the site contains (Section 16, NPPF)
20) No development approved by this permission shall take place until the following has been submitted to and approved in writing by the Local Planning Authority:·A Phase 1 Desk Study report documenting the ground conditions of the site with regard to potential contamination;·A Phase 2 Site Investigation (where shown as necessary the Phase 1 Desk Study);·A Phase 3 Remediation Scheme (where shown as necessary by the Phase 2 Site Investigation) All such work shall be undertaken in accordance with BS:10175:2011 or other appropriate guidance issued by the regulatory authorities. The work shall be sufficient to ensure that measures will be taken to mitigate any risks to human health and the wider environment.

Reason: To protect human health and to ensure that no future investigation is required under Part 2A of the Environmental Protection Act 1990.
