Conditions or Reasons:
1) The proposed development represents back-land development within the open countryside and in rural surrounds outside of the Shillington Settlement Envelope that would represent a demonstrably harmful encroachment into the rural landscape. The proposed development is inappropriate and fails to relate to the established rural character along this section of Upton End Road. The proposal would be contrary to Policies SP7, HQ1 and HQ8 of the Central Bedfordshire Local Plan and the National Planning Policy Framework (2021).
2) Insufficient information has been provided to determine that the impact of the proposal on protected species can be appropriately mitigated against. The proposal would therefore conflict with the requirements of Policy EE3 of the Central Bedfordshire Local Plan and the National Planning Policy Framework (2021).
