Conditions or Reasons for Planning Application - CB/22/02527/FULL
Conditions or Reasons:
1) The proposed development represents inappropriate development in the Green Belt, which is, by definition, harmful to the Green Belt. The proposal would be detrimental to the openness and visual amenity of the Green Belt and an encroachment into the countryside. No factors exist which could amount to very special circumstances to clearly outweigh the harm to the Green Belt. The proposal is therefore contrary to Policy SP4 of the Central Bedfordshire Local plan and Section 13 of the National Planning Policy Framework (NPPF), July 2021.
2) The application site is in the Chilterns Area of Outstanding Natural Beauty (AONB). The proposed development by reason of the excessive site coverage for open storage of cars would have a harmful impact on the rural character of the area and would fail to conserve or enhance the landscape and scenic beauty of the AONB. The proposal is therefore contrary to Policies EE7 and HQ1 of the Central Bedfordshire Local Plan and Section 15 (Conserving and enhancing the natural environment) of the National Planning Policy Framework (NPPF), July 2021.
3) The proposal would create additional vehicles movements along a substandard highway which by virtue of its width and alignment would create a hazard to all road users. The proposal is thereby contrary to Policy T2 of the Central Bedfordshire Local Plan and Section 9 of the National Planning Policy Framework (NPPF), July 2021.
