Conditions or Reasons:
1) The proposed development represents inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt. The proposal, by reason of its excessive size, massing and overall design would be harmful to the openness of the green belt. No factors which could amount to very special circumstances to outweigh the harm to the Green Belt have been advanced. The proposal is therefore contrary to Section 13 of the National Planning Policy Framework
2) The proposed outbuilding would, because of its size, siting and unsympathetic design, be out of character with the existing dwelling and the visual amenity of the locality. The proposal is therefore contrary to Section 12 of the NPPF, Policy HQ1 of the Central Bedfordshire Local Plan and Section 7 of the Central Bedfordshire Design Guide.
