Conditions or Reasons:
1) The proposed development, specifically plots 1 - 3 would result in an unacceptable loss of outlook and overbearing impact upon the residents of Winston Crescent. The proposed plots conflict with the design guidance contained with the Central Bedfordshire Design Guide due to their proximity and poor relationship with these neighbouring properties. As such, the proposal would conflict with Policy HQ1 of the Local Plan and the National Planning Policy Framework (2023.)
2) The proposed development would fail to provide an adequate and acceptable provision of amenity space for the future occupiers of the proposed development. Therefore, the proposal would conflict with Policy HQ1 of the Central Bedfordshire Local Plan July 2021 and the Central Bedfordshire Design Guide.
3) The application contains insufficient information to demonstrate that the noise and vibration would not be detrimental to the living conditions of future occupiers. The development is therefore contrary to policy to HQ1 of the Central Bedfordshire Local Plan July 2021 and the Central Bedfordshire Design Guide.
4) The proposed development would result in the increased use of a substandard private road access, which is unable to serve refuse collection and emergency service vehicles. By reason of its alignment/width, the access is substandard and therefore unable to serve the proposed development with safety and convenience. This is contrary to policy T2 of the Central Bedfordshire Council Local Plan July 2021.
5) In the absence of a completed legal agreement securing financial contributions to offset infrastructure impact, the development would have an unmitigated and unacceptable impact on existing local infrastructure. The development would therefore not amount to sustainable development and would be contrary to Policy HQ2 of the Central Bedfordshire Local Plan and the objectives of the National Planning Policy Framework (2023)
6) The application contains insufficient information to show that the development could deliver a Biodiveristy Net Gain; as such the proposal is considered to be contrary with Policies EE2 and EE3 of the Central Bedfordshire Local Plan July 2021 and with Section 15 of the National Planning Policy Framework (2023.)
