Conditions or Reasons:
1) The proposed 15 metre high monopole, by reason of its height, form and location, with limited screening from trees or landscaping, will appear unduly prominent and visually intrusive at this open and spacious location. The mast will appear visually dominant in the streetscene and will be materially out of scale with the urban character of this part of the streetscene. It is considered that the applicant has not adequately demonstrated that other less visually damaging options cannot be achieved. The proposal is therefore contrary to policies HQ1 and HQ5 of the Central Bedfordshire Council Local Plan (2021) and sections 10 and 12 of the National Planning Policy Framework (2021).
