Conditions or Reasons:
1) The proposal would constitute inappropriate development within the Green Belt both by virtue of amounting to disproportionate additions to a dwelling, and resulting in a replacement dwelling which is materially larger than the original building. The proposed development is therefore considered harmful to the Green Belt by definition. No Very Special Circumstances have been demonstrated that would clearly outweigh this harm. The proposal is therefore contrary to policy SP4 of the Central Bedfordshire Local Plan, and Section 13 of the National Planning Policy Framework.
2) The proposed development, by virtue of its excessive scale, height, massing, and the introduction of a two-storey gabled front projection, is of an inappropriate design which does not respect the character of the original modest bungalow. The development would appear at odds with the pattern of development within this part of Holywell Road to the detriment of the street scene and the wider area, and would exacerbate an existing relationship of poor outlook and loss of light to the ground floor windows of an adjacent neighbouring dwelling, as well as creating a new opening which would look out onto adjacent neighbouring windows. The proposal is therefore not of high quality design appropriate to its setting and is in conflict with policy HQ1 of the Central Bedfordshire Local Plan, section 12 of the NPPF and the Central Bedfordshire Design Guide.
