Conditions or Reasons for Planning Application - CB/22/02910/FULL
Conditions or Reasons:
1) The proposed development fails to make adequate provision for the off-street parking of vehicles and is thereby likely to lead to an increase in on-street parking resulting in traffic congestion and additional hazards for highway users. Further, the proposed development would result in vehicles overhanging the public highway causing obstruction on the public highway, which would create conditions of danger and inconvenience to users of the highway. The development is thereby contrary to the requirements of Central
Bedfordshire Local Plan Policy T2 and Section 9 of the NPPF.
2) By virtue of the cramped layout of the development, the limited space about the frontage of the properties and the siting of the bin storage to the frontages of the proposed and existing dwellings to the site, the proposal would have an unacceptable impact on the visual amenities of the street scene and be harmful to the appearance of the site. The
development would thereby fail to add to the quality of the area and achieve high quality design in accordance with the requirements of Central Bedfordshire Local Plan Policy
HQ1 and Section 12 of the NPPF.
3) The Council considers that the proposed development would by reason of its proximity lying within a 12.6k metre linear distance of the Ashridge Commons and Woods Site of Special Scientific Interest within the Chiltern Beechwoods Special Area of Conservation would add to the recreational disturbance in this area likely to harm the integrity of the conservation purposes of the Chiltern Beechwoods Special Area of Conservation. In the absence of an appropriate mitigation strategy to the satisfaction of the Local Planning Authority, the proposal would be contrary to the Habitat Regulations and paragraphs 180 and 181 of the National Planning Policy Framework 2021 and policy EE3 of the Central Bedfordshire Local Plan
