Conditions or Reasons for Planning Application - CB/22/02960/DOC
Conditions or Reasons:
4) No development shall take place until a scheme for the provision of the affected public rights of way has been submitted to and approved in writing by Central Bedfordshire Council to include:

the design of access and public rights of way routes (to include widths, adjacent landscaping and drainage and any surfacing - cross sections would be useful)
proposals for the provision of the permissive bridleways for the duration of the solar farm to be secured by the entering into of a permissive path agreement with the Council
the temporary closure and alternative route provision of any existing publc right of way affected by the construction of the solar farm or the installation of the proposed cable route.

There will probably need to be temporary "warning vehicles crossing" signs on the public rights of way at access points and "warning footpath crossing ahead" signs on the roadway for vehicles. The provision of details of the rights of way crossing point information could also be included within the Rights of Way scheme. The Rights of Way should be implemented within accordance with the approved details within 6 months of the completion of the development.

Reasons: In the interests of the amenity of pedestrians and other non motorised users and to ensure safety of users is not compromised by the traffic associated with the development.
(Section 12 and 15, NPPF)
