Conditions or Reasons:
1) The proposal if permitted would  create an unjustified cul-de-sac access road which would, due to its lack of a turning area, create a hazard to users of the public highway. Without an identified need, the scale of the development would unnecessarily harm the character of the area. The proposal would therefore be contrary to Policy HQ1 and T2 of the CBC Local Plan and Council's Design Guide and Highway Construction Standards and Specifications Guidance.
