Conditions or Reasons:
1) The proposal would create a hazardous obstruction and congestion to the highway junction which would result in an access which would have inadequate pedestrian / driver intervisibility and inadequate driver / driver intervisibility which would lead to conditions of danger to all highway users. The proposal would therefore be in conflict with policies HQ1 & T2 of the Central Bedfordshire Local Plan, Sections 9 & 12 of the NPPF and the Highway Construction Specification and Standards Guidance (2019).
