Wilson, L and Brogan, G (2020) Written Scheme of Investigation for Archaeological Excavation Field 34 A428 Black Cat to Caxton Gibbet Improvement Scheme. MOLA document, issue number 4, dated 18th December 2020.

Part B: This condition shall only be fully discharged when:

It has been confirmed in writing by the Local Planning Authority that all elements of the archaeological fieldwork have been completed.
A Post Excavation Assessment report has been submitted to and approved in writing by the Local Planning Authority. The Post Excavation Assessment report shall be submitted within 8 months of the completion of the archaeological fieldwork unless otherwise agreed in advance in writing by the Local Planning Authority
An Updated Project Design has been submitted to and approved in writing by the Local Planning Authority. The Updated Project Design shall be submitted within 12 months of the completion of the archaeological fieldwork unless otherwise agreed in advance in writing by the Local Planning Authority.
The preparation of the physical site archive for deposition with the Higgins Art Gallery and Museum, Bedford has been undertaken. This will include written confirmation from Highways England or their representative to the Local Planning Authority that the preparation of both a security copy of the archive and accessible copies of the site archive's written and drawn records have been made for the Museum.
The preparation of the digital archive for deposition with the Archaeology Data Service (ADS -at present the only Core Trust Seal certified repository in the UK that will accept digital archaeological archives) has been completed and confirmed in writing to the Local PlanningAuthority.
The preparation of an approved archive report and the submission of an agreed publication report have been completed. This shall be done within 2 years of the completion of the archaeological fieldwork unless otherwise agreed in advance in writing by the Local Planning Authority.

This development represents advanced works necessary to facilitate the diversion of a high-pressure National Grid pipeline prior to the implementation of a Nationally Significant Infrastructure Project known as the A428 Black Cat to Caxton Gibbet Improvement Scheme, the application for which will be determined by the Planning Inspectorate. Items 3 and 6 of Part B of this condition will only be required if the application to the Planning Inspectorate for a Development Consent Order to construct the road is unsuccessful or the improvement scheme is not implemented.

Reason: In accordance with paragraph 199 of the NPPF (2019 revision) to ensure that the developer records and advances of understanding of the significance of any heritage assets affected by development before they are lost (wholly or in part) and should the Development Consent Order application fail or the road scheme not be implemented, to make the results of the archaeological work (and any archive generated) publicly available.

This request is in line with Chapter 16 of the NPPF
