Conditions or Reasons for Planning Application - CB/22/03535/FULL
Conditions or Reasons:
1) The development would fail to demonstrate that it would be resilient to flooding due to its location with Flood Zone 3 and being located on land define by the Planning Practice Guidance as having a high probability of flooding. No requested flood risk assessment or flood information has been submitted as required by para 167 of the NPPF. As such no proper assessment can be undertaken by the Environment Agency or Local Authority Flood Team to satisfy the requirements of the NPPF. Therefore, the development would not satisfy the requirements of Section 14 of the NPPF and Policy CC3 of the Central Beds Local Plan and therefore conflicts with relevant policy.
2) The static caravan is located within a flood risk vulnerability category that is inappropriate to the Flood Zone (3B) in which the application site is located within as set out in Table 2 of the Planning Practice Guidance. The development would therefore be of an inappropriate siting and would conflict with to Section 14 and Annex 2 of the NPPF and Table 2 of the Planning Practice Guidance.
3) The development by virtue of the isolated and separated siting of the static caravan would amount to the encroachment of built form into the open countryside. The siting is prominent from the surrounding viewpoints and public realm and would therefore create a detrimental impact to the visual amenity of the area. This would not constitute high quality design, contrary to Policy HQ1 of the Central Beds Local Plan and Section 12 of the NPPF.
