Conditions or Reasons for Planning Application - CB/22/03624/FULL
Conditions or Reasons:
1) The proposal by virtue of its excessive scale, bulk and massing with a three-storey façade combined with the flat roof design would create an unsympathetic design that would be detrimental to the visual amenity of the area. The proposal would therefore not be considered high quality design, contrary to Policy HQ1 and Section 12 of the NPPF.
2) The proposal by virtue of its isolated location outside of any settlement envelopes and the heavy reliance on private vehicle usage that the development would be in an unsustainable location and would therefore form unsustainable development contrary to the aims of Section 2 of the NPPF, and Policy HQ1 and SP7 of the Central Beds Local Plan.
3) The proposal would see the loss of an employment generating use within the rural economy and no proper justification has been provided to demonstrate that the site cannot be used for employment generating uses in the future. The proposal would therefore be contrary to Policy EMP2 of the Central Beds Local Plan, and Section 2 of the NPPF.
4) Due to the lack of submitted information in regard to noise pollution and noise generated by the adjacent commercial/agricultural premises, no proper assessment can be made in regard to the noise impact upon future residents. As such the proposal would fail to demonstrate an acceptable standard of living for future residents and would be contrary to Policy HQ1 of the Central Beds Local Plan and Section 12 of the NPPF.
