2) The change of use to garden land by reason of the site's prominent location at the end of Braggs Lane, and size of the application site not being limited and being disproportionately large in relation to the garden area of the existing dwellinghouse at no. 20, will result in an unacceptable incursion into the open countryside and harmful impact on the character and grain of the open landscape. The proposal is therefore contrary to the objectives of the National Planning Policy Framework (2021) which seeks to protect and enhance the natural, built and historic environment and policies HQ1 (High Quality Development), SP7 (Windfall Development) and EE5 (Landscape Character and Value) of the Adopted Local Plan (2021), and the Wrestlingworth and Cockayne Hatley Neighbourhood Plan (Adopted January 2018) Policy BE2.
