Conditions or Reasons for Planning Application - CB/22/04211/FULL
Conditions or Reasons:
1) The proposed development represents inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt. The proposal, by reason of its excessive size, massing and relocation would be harmful to the openness of the green belt. No factors which could amount to very special circumstances to outweigh the harm to the Green Belt have been advanced. The proposal is therefore contrary to Section 13 of the National Planning Policy Framework.
2) Due to the scale of the proposal and the close proximity to the streetscene it is considered that the proposal would appear prominent within the streetscene, at odds with the grain of development and as such would be harmful to character and appearance of the area. Therefore the proposal would be contrary with Section 12 of the NPPF, Policy HQ1 of the Central Bedfordshire Local Plan and Section 7 of the Central Bedfordshire Design Guide.
3) The application contains insufficient information to show that the development can be accommodated in a manner that would not cause harm to the Beech tree on site; as such, the proposal is considered to be contrary to Policies EE4 and HQ1 of the Central Bedfordshire Local Plan (2021)
