Conditions or Reasons for Planning Application - CB/22/04359/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Prior to the commencement of development, notwithstanding the details submitted with the application, details of the materials and brick bond and mortar jointwork finishing to be used for the wall shall be submitted to and approved in writing by the Local Planning Authority. The development shall subsequently be carried out only in accordance with the approved details.

Reason: To ensure that the development is in keeping with the existing Listed Building and the Astwick Conservation Area, in accordance with Policy HE3 of the Central Bedfordshire Local Plan (2021) and Section 16 of the National Planning Policy Framework
3) For the duration of the construction of the proposed development, no parking for construction workers, deliveries associated with the works, or storage of materials shall take place on the highway, unless otherwise agreed in writing by the Local Planning Authority or Highway Authority.

Reason: To ensure that the development does not impact upon highway safety during construction
4) Notwithstanding the granting of planning permission, no enclosure of the land shall take place until such time as the highway rights over the land have been formally extinguished by a formal Stopping Up Order made under Section 247 of the Town and Country Planning Act 1980 or by the application to the Magistrates Court under Section 117 of the Highways Act 1980. After which the proposed wall so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 900mm above the adjoining carriageway level. A copy of the Stopping Up Order shall be submitted to Highway Development Control officers and acknowledged by return in writing, prior to any commencement of building works.

Reason: To provide adequate visibility between the existing highway and the access, and to make the access safe and convenient for the traffic which is likely to use it.
5) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
6) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 03 Rev B; Location Plan

Reason: To identify the approved plan/s and to avoid doubt.
