Conditions or Reasons for Planning Application - CB/22/04437/FULL
Conditions or Reasons:
1) The proposal, by reason of its siting, size and design, would cause harm to the historic significance of the special architectural and historical character and appearance of this Grade II Listed Building and detract from the character and appearance of the area and this part of the Sutton Conservation Area. Given that the works are not required to achieve public benefits that would outweigh the identified harm, the proposal is contrary to policies HQ1 and HE3 of the adopted Local Plan, the adopted Design Guide, Sections 12 and 16 of the NPPF and policy HE6 of the Adopted Sutton Neighbourhood Plan.
2) The cumulative impact of the proposed rear extension in the context of existing adjoining development would together serve to increase the sense of enclosure for the occupiers of No 17 High Street and would appear unacceptably overbearing and result in an unacceptable loss of light. Therefore, the proposal is not considered to be a high standard of design or layout which respects the living conditions of neighbouring properties contrary to Policy HQ1 of the Adopted Local Plan 2021, the Central Bedfordshire Design Guide (March 2014) and Section 12 of the National Planning Policy Framework (2021).
