Conditions or Reasons:
1) By reason of the overall scale, bulk and position of the two storey side extension, the extension is not considered to appear visually subservient or proportionate to the host dwelling. As a result of this, together with the link extension connecting the detached garage to the main dwelling, the proposal is also considered to dominate the principal elevation and detract from the existing character of the property. Therefore, the proposal is considered to have a detrimental visual impact upon the main dwelling and the character and appearance of the street scene and Conservation Area and no public benefits are identified to outweigh the less than substantial harm to the designated Conservation Area. As such, the proposal would be contrary to Sections 12 and 16 of the National Planning Policy Framework, Section 72(1) of the Planning (Listed Building and Conservation Areas) Act 1990, Policies HQ1 and HE3 of the Central Bedfordshire Local Plan and the Central Bedfordshire Design Guide.
