1) The rear dormer, by reason of its scale, bulk and flat roof form, would appear as an excessively large, top-heavy and bulky addition to the property, amounting to poor design and significant harm to the character and appearance of the dwelling, contrary to Section 12 of the National Planning Policy Framework, Policy HQ1 of the Central Bedfordshire Local Plan and Section 7 of the Central Bedfordshire Design Guide.
