Conditions or Reasons for Planning Application - CB/22/04648/FULL
Conditions or Reasons:
1) The proposed development is unacceptable in principle as it represents inappropriate development in the Green Belt, which is by definition harmful and would cause harm to its openness due to its excessive scale and position. The proposal would represent encroachment into the countryside, in conflict with one of the five purposes of the Green Belt. No material considerations have been identified that clearly outweigh the harm caused to the Green Belt and any other harm. Consequently 'very special circumstances' do not exist, and the development is contrary to the aims and objectives of Section 13 of the National Planning Policy Framework and Policy SP4 Central Bedfordshire Local Plan.
2) The proposed development makes inadequate provision for the off-street parking of vehicles and is likely to lead to an increase in on-street parking so resulting in inconvenience and additional hazards for highway users, contrary to Policy T2 and T3 of the Central Bedfordshire Local Plan (2021).
3) The proposed development fails to make adequate provision for a safe and convenient servicing area clear of the public highway and if approved would result in inconvenience and additional hazards for highway users, contrary to Policy T2 and T3 of the Central Bedfordshire Local Plan (2021).
4) The application contains insufficient information to enable an accurate assessment to be made to demonstrate the proposed development can be accommodated in terms of trip movements, in a manner that would not cause any detriment to highway safety.
5) The proposed size and scale of new development would constitute a harmful encroachment into the open countryside and would result in a harmful impact on the character and appearance of the area.  The proposal is therefore contrary to the objectives of the National Planning Policy Framework (2021) which seeks to protect and enhance the natural environment and policies SP7 (Windfall Development) and HQ1 (High Quality Development) of the Adopted Local Plan (2021) and Section 12 of the NPPF (2021).
