Conditions or Reasons:
1) The proposed development would result in less than substantial harm to the historic fabric and special interest of the Grade II Listed Building. While this harm may be less than substantial, the public benefits of the proposal would not outweigh the degree of harm identified to this heritage asset and so fails the statutory test set out in s.66 (1) of the 1990 Planning (Listed Buildings and Conservation Areas) Act and the tests in section 16 of the National Planning Policy Framework and conflicts with Policy HE3 of the CBC Local Plan (2021).
