1) The dwelling has not been fully completed and as such does not benefit from permitted development rights. Planning permission is required for the proposal and therefore, prior approval is refused, in accordance with paragraph 3 of Condition A.4 of Class A, Part 1 of the Town and Country Planning (General Permitted Development) (England) Order 2015.
