| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

Notwithstanding the details submitted with the application, the slate roof covering of the mansard roof structure hereby approved shall be formed using natural (not artificial) slate, manufacturers/suppliers product details of which shall be submitted to, and approved in writing by, the Local Planning Authority prior to installation of the slate roof covering on site and the approved development shall thereafter be implemented strictly in accordance with the approved details.
Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the building and the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF). |

Notwithstanding the details submitted with the application, the rooflights proposed to be installed as part of the development hereby approved shall be of recognised low-profile 'Conservation Rooflight' type, dimensioned and full manufacturers product details of which shall be submitted to, and approved in writing by, the Local Planning Authority prior to any installation of the rooflights on site and the approved development shall be undertaken thereafter strictly in accordance with the approved details.
Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the building and the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF). |

Notwithstanding the details submitted with the application, the new sash window installations hereby approved shall have white finished framing and glazing bars and shall operate in the traditional sliding-sash manner, full manufacturers product details of which, confirming the following, shall be submitted to, and approved in writing by, the Local Planning Authority prior to installation of the windows on site and the approved development shall thereafter be implemented strictly in accordance with the approved details:- window colour finish (framing and glazing bars) glazing type window opening configurations (confirming traditional sliding sash operation and excluding tilt or 'false sash' casement opening variants) confirmation of the exclusion of trickle vents Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the building and the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

Notwithstanding the details submitted with the application, section detail at a scale of 1:10 showing the intended depth of reveal of the sash window installations hereby approved, demonstrating a clear reduction of the depth of reveal currently existing, shall be submitted to, and approved in writing by, the Local Planning Authority prior to installation of the windows on site and the approved development shall thereafter be implemented strictly in accordance with the approved details. Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the building and the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

Notwithstanding the details submitted with the application, drawn details in elevation, plan and section at a scale between 1:20 and 1:50, showing the constructional detailing of the proposed replacement shopfront hereby approved, including details of constructional materials to be used and the method of incorporation of the proposed residential accommodation access doorway within the shopfront framing, shall be submitted to, and approved in writing by, the Local Planning Authority prior to any work of shopfront construction on site and the approved development shall thereafter be implemented strictly in accordance with the approved details. Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the building and the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

Notwithstanding the details submitted with the application, manufacturers product details of the composite, matt black finished frontage entrance door hereby approved shall be submitted to, and approved in writing by, the Local Planning Authority prior to installation of the door on site and the approved development shall thereafter be implemented strictly in accordance with the approved details. Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the building and the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

Notwithstanding the details submitted with the application, full details of any kitchen and bathroom extract vents or flues exiting in any respect upon the exterior of the building shall be submitted to, and approved in writing by, the Local Planning Authority prior to any installation on site and the approved development shall thereafter be implemented strictly in accordance with the approved details. Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the building and the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

Notwithstanding the details submitted with the application a full written schedule of all proposed external final decorative finishes in respect of the development hereby approved, with colours expressed as RAL nos. or manufacturers product name or code, or demonstrated by colour swatches, shall be submitted to, and approved in writing by, the Local Planning Authority prior to any works of final decoration being undertaken on site and the approved development shall be undertaken thereafter strictly in accordance with the approved details.
Reason: To ensure that the development hereby approved is undertaken with due regard to, and in safeguarding of, the traditional character of the building and the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF) |

Prior to commencement of the development, a noise assessment shall be submitted to the Council for approval of external noise levels and details of the sound insulation of the building envelope, orientation of habitable rooms away from major noise sources and of acoustically attenuated mechanical ventilation as necessary to achieve internal room- and (if provided) external amenity noise standards in accordance with the criteria of BS8233:2014. A post installation noise assessment (measurement) shall be carried out where required to confirm compliance with the sound criteria and additional steps to mitigate noise shall be taken, as necessary. Details shall be implemented prior to occupation of the development and thereafter be permanently retained.
Reason: In the interest of amenity (Policy CC8, Central Bedfordshire Local Plan, Section 15, NPPF). |

Prior to the installation of any plant, machinery or equipment associated with the hereby permitted residential units, the details of such shall be submitted to and approved in writing by the Local Planning Authority. Such details shall include noise emissions from the equipment and mitigation measures to be incorporated. The rated noise levels shall be assessed in accordance with BS4142:2014. Any agreed scheme shall be implemented in accordance with the approved details, and it shall be retained in accordance with those details thereafter.
Reason: In the interests of maintaining adequate levels of residential amenity (Policies HQ1 and CC8, Central Bedfordshire Local Plan and Sections 12 and 15, NPPF) |

The development hereby permitted shall be undertaken in full accordance with the Council's adopted 'Construction Code of Practice for Developers and Contractors' https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.
Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF) |
13)
Prior to any above ground development, the applicant shall submit to, for approval in writing by the Local Planning Authority, details relating to a scheme to protect the neighbouring amenity from dust and emissions from construction activities.
Reason: In the interest of safeguarding the amenity of neighbouring occupants during the construction period. (Policy CC8, Central Bedfordshire Local Plan and Sections 12 and 15, NPPF) |

The development hereby approved shall not be occupied until details of refuse storage area (outside of the main building as indicated on drawing no. 9HSS : FPP02revG/04) and collection point have been approved by the Local Planning Authority. No part of the building shall be occupied until the said storage and collection points have been constructed in accordance with the approved details.
Reason: To ensure the refuse collection bins do not cause a hazard or obstruction to the highway or parking area.(Policy T2, Central Bedfordshire Local Plan, Section 9, NPPF) |

The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 9HSS : FPP02/01 'Existing Floor Plans', 9HSS : FPP02/02 'Existing Elevations', 9HSS : FPP02/03 'Existing Site Location Plan and Section', 9HSS : FPP02revG/04 'Proposed Floor Plans', 9HSS : FPP02revG/05 'Proposed Elevations', 9HSS : FPP02revG/06 'Proposed Section'.
Reason: To identify the approved plan/s and to avoid doubt. |
