| Conditions or Reasons: | | 1)
The proposed development, by reason of its commercial appearance and associated activity, will result in a negative impact upon the openness of the countryside resulting in a significant and harmful impact on the rural character and appearance of the site and surroundings. The proposed development would appear out of keeping and visually intrusive and would result in harm to the character and appearance of the rural setting. It is therefore contrary to Policies SP7, EMP3, EMP4, EE5 and EE8 of the Central Bedfordshire Local Plan and the objectives of the National Planning Policy Framework. |

The proposed development would result in a detrimental increase in noise and general disturbance, airborne dust and adverse air quality as a consequence of its operations, which would result in an adverse impact on nearby sensitive receptors, thereby having an unacceptable impact upon the living environment and general amenity in the area. The proposed development is therefore contrary to the objectives of Policies SP7, EMP3, CC8 and HQ1 of the Central Bedfordshire Local Plan (2021) and the objectives of the National Planning Policy Framework. |

The proposed development fails to demonstrate that a safe and efficient site access arrangement can be provided and it would lead to a detrimental increase in Heavy Goods Vehicle movements along Brook End Lane, which by virtue of its inadequate width and alignment, and in the absence of any mitigation measures, presents a significant safety hazard to all users of the public highway. The traffic generated by the proposed development would also intensify the damage to the structural integrity of the highway and exacerbate conditions of danger and inconvenience to all highway users. The development is therefore contrary to Policies EMP3, T1, T2, T3 and HQ1 of the Central Bedfordshire Local Plan and the objectives of the National Planning Policy Framework. |

Based on a lack of information to the contrary, the proposed development would result in a harmful impact upon local ecological habitats and an overall loss in biodiversity without sufficient ecological mitigation measures. The development is therefore contrary to Policies EMP3, EE2 and HQ1 of the Central Bedfordshire Local Plan and the objectives of the National Planning Policy Framework. |

The proposed development fails to provide adequate and sufficient information to ensure that the site could achieve suitable drainage and would not have a detrimental impact upon flooding in the surrounding area. Furthermore, the lack of information accompanying the application fails to demonstrate that the proposed development would not have a detrimental or harmful impact on the local water environment. The development is therefore contrary to Policies EMP3, CC3, CC4, CC5 and HQ1 of the Central Bedfordshire Local Plan and the objectives of the National Planning Policy Framework. |
