Conditions or Reasons for Planning Application - CB/23/00298/FULL
Conditions or Reasons:
1) The proposal, by reason of its cramped internal and external layout, siting and design, would appear out of keeping with the surrounding area.     The location of the amenity space results in a harmful impact on adjoining occupiers.  The proposal therefore would provide substandard internal and external accommodation and would create a poor living environment for future and existing occupiers.  The proposal does not therefore represent high quality design or add to the overall quality of the area, contrary to Policy HQ1 of the adopted Central Bedfordshire Local Plan (2021), Section 12 of the NPPF and the Central Bedfordshire Design Guide (2014).
2) In the absence of a completed legal agreement securing a scheme to secure the provision and retention of pedestrian visibility splays, the development would cause an unacceptable impact on highway safety contrary to Policy T2 of the Central Bedfordshire Local Plan (2021) and paragraph 111 of the National Planning Policy Framework (2021).
3) The development forms part of the wider development approved under CB/18/01628/OUT, increasing the development from 22 to 23 dwellings.  In the absence of a completed legal agreement securing financial contributions to offset infrastructure impact, including community facilities and sport, the development would have an unmitigated and unacceptable impact on existing local infrastructure.  The development would therefore not amount to sustainable development and would be contrary to Policies HQ2 and HQ3 of the Central Bedfordshire Local Plan (2021) and the objectives of the National Planning Policy Framework (2021).
