The proposed development, by reason of the siting of the proposed dwelling, associated curtilage and access track, in the open countryside and outside of the Settlement Envelope of Northill, would fail to represent a sustainable form of development and would not recognise the intrinsic character and beauty of the countryside and would erode the strong rural character of the historic Park and Garden and landscape. The development would be contrary to Policies SP7, HQ1 and EE5 of the Central Bedfordshire Local Plan (2021) and Policy NP1 and NP6 of the Northill Neighbourhood Plan. |

The proposed dwelling, residential curtilage and access track, by reason of their siting, size, design and materials, would result in less than substantial harm to designated hertiage assets, a Grade II Listed historic Park and Garden and the Northill Conservation Area, and the public benefits of the proposal would not outweigh the harm demonstrated. The development would therefore fail to accord with Policy HE2 of the Central Bedfordshire Local Plan (2021), Policy NP18 of the Northill Neighbourhood Plan (2019) and Section 16 of the NPPF (2021). |

Insufficient information has been submitted to demonstrate that the development would not result in harm to protected species and would provide net gains in biodiversity, contrary to Policies EE2 and EE3 of the Central Bedfordshire Local Plan (2021) and Policy NP12 of the Northill Neighbourhood Plan (2019). |

Insufficient information has been provided to demonstrate that the proposed development would not result in conflicts between pedestrians and vehicles, that appropriate access widths could be provided, and that waste bins would not encroach upon or obstruct access to the highway. As such, it has not been demonstrated that the development would not result in harm to highway safety, contrary to Policy T2 of the Central Bedfordshire Local Plan (2021). |

The proposed development would result in the loss of trees, including those which are protected by a Tree Preservation Order and are of amenity value, the removal of which would be harmful to the character and appearance of the surrounding area, contrary to Policy EE4 of the Central Bedfordshire Local Plan (2021). |
