Conditions or Reasons for Planning Application - CB/23/00388/FULL
Conditions or Reasons:
1) The proposed development, if permitted, would result in the intensification of use of an existing substandard access which makes no provision for adequate driver/driver intervisibility at the junction of The Baulk with the B1042 and will result in conditions of danger and inconvenience to users of the highway and the property, contrary to Policies T2 and HQ1 of the Central Bedfordshire Local Plan (2021) and the NPPF.
2) The proposed development if permitted would lead to the intensification of use of an existing substandard access which has limited provision for the two way flow of vehicles at the junction of The Baulk with the B1042 and will lead to obstruction to the free flow of traffic along the B1042 if a vehicle has to wait in the highway while another leaves the site and resulting in conditions of inconvenience and safety issues to users of the highway and the property. The proposal does not achieve pedestrian connectivity to access the services and facilities of Potton, thereby presenting a pedestrian safety risk and leading to an over-reliance on car-based transport using the substandard junction and access. The proposal is therefore contrary to Policies HQ1 and T2 of the Central Bedfordshire Local Plan (2021) and the NPPF.
