The junctions between the proposed estate road and the highway, and the supporting highways works, as shown on drawing ref: LD165-RG-005g shall be constructed in accordance with the approved details, amended as necessary by the technical and safety audit process, and opened to traffic, within three months of the date of this permission. Visibility splays shall be provided at the junctions of the access roads with the public highway within three months of the date of this permission. The minimum dimensions to provide the required splay lines shall be 4.5m measured along the centre line of the proposed access road(s) from its junction with the channel of the public highway and 215m measured from the centre line of the proposed estate road along the line of the channel of the public highway. The vision splays required shall be provided and defined on the site by or on behalf of the developers and be kept free of any obstruction. Reason :To provide adequate visibility between the existing highway and the proposed access(es) and to make the access(es) safe and convenient for the traffic which is likely to use them (Policy T2, Central Bedfordshire Local Plan, 2021) |

Before the revised access/ exit arrangements as shown on drawing ref: LD165-RG-005g are brought into use, signs in compliance with diagrams 833/834/835/836 as set out in the Traffic Signs Regulations and General Directions 2002 (including passive safety posts) shall be provided at the means of ingress and egress in accordance with a scheme to be submitted to and approved by the Local Planning Authority.

All on site vehicular areas shall be surfaced in a stable and durable materials in accordance with details to be approved in writing by the Local Planning Authority within three months of the date of this permission. Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system within three months of the date of this permission. Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits (Policy T2, Central Bedfordshire Local Plan, 2021) |

Before the approved access/egress points are first brought into use, any existing access within the frontage of the land to be developed, not incorporated in the access hereby approved shall be closed in a manner to the Local Planning Authority's written approval and constructed in accordance with the approved details. A landscaping scheme to include all hard and soft landscaping, a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme, and details of biodiversity planting and habitat areas, including measures within the "blue land", shall be submitted to the Local Planning Authority within three months of the date of this permission and shall be approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season. Reason:To ensure an acceptable standard of landscaping. (Sections 12 & 15, NPPF) |

A scheme shall be submitted for approval in writing by the Local Planning Authority within two months of the date of this permission indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be completed in accordance with the approved scheme within two months of the date of approval of details.
Reason: To safeguard the appearance of the completed development and the visual amenities of the locality. (Sections 12 and 15, NPPF) |

External artificial lighting at the development shall not exceed lux levels of vertical illumination at neighbouring premises and wider environment that are recommended by the Institution of Lighting Professionals in the 'Guidance Note 01/20: Guidance Notes for the Reduction of Obtrusive Light'. Lighting shall be minimized, and glare and sky glow shall be prevented by correctly using, locating, aiming and shielding luminaires, in accordance with the Guidance Notes.

The land shall only be used, or part used, for Use Classes E (c) ii and iii, E (d), E (g) i and iii, B2 and B8 of the Schedule 1 to the Town and Country Planning (Use Classes) Order 1987 (as amended) (or any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification), and no other purpose. Class E (d) uses shall only be located within units 3, 4, 4c and 5, as shown on drawing LD165-RG-012.
Reason: To exclude the provisions of the said Use Classes Order and thereby ensure the Local Planning Authority retains full control of the future use of the land. (Section 12, NPPF) |

No goods, waste, containers (other than the containers approved under this planning permission), machinery, plant or other materials shall be stored, stacked or deposited in the open outside the buildings on the site at any time, other than as shown on drawing ref: LD165-RG-012, unless otherwise agreed in writing with the Local Planning Authority. Reason: To safeguard the character and appearance of the site and the surrounding area.(Section 12, NPPF) |

The buildings hereby approved shall not be stored, stacked or deposited on the site to a height exceeding 3.5 metres.

Within three months of the date of this permission, a detailed surface water drainage scheme, to manage surface water runoff from the development for up to and including the 1 in 30 year event (+30%CC), via infiltration, and a finalised maintenance and management plan for the scheme shall be submitted to and approved in writing by the Local Planning Authority. The final detailed design shall be based on the agreed FRA & Drainage Strategy (Ref: Haffren water,3691/SWDS, version D1, October 2024) and DEFRAs Non-statutory technical standards for sustainable drainage systems (March 2018) and shall be implemented and maintained as approved. Maintenance will ensure the system functions as designed for the lifetime of the development. Any variation to the connections and controls indicated on the approved drawing which may be necessary at the time of construction would require the resubmission of those details to the Local Planning Authority for approval. The discharge rate from the development will be limited to below greenfield rate, or an appropriate rate as agreed by the Bedford Group of Internal Drainage Boards. The applicant should address Informative 5 when submitting details to discharge the condition. The approved details shall be implemented within two months of the date of approval of details. Reason: To ensure the approved system will function to a satisfactory minimum standard of operation and maintenance and prevent the increased risk of flooding both on and off site, in accordance with CBC Local policy CC3 to CC5 and NPPF Paras 165 to 175 Inclusive of foot notes 59 and 60 and its supporting technical guidance. |
