The development hereby approved shall not commence until details of the junction between the proposed estate road and the highway have been submitted to and approved in writing by the Local Planning Authority. No dwelling shall be occupied until the junction has been constructed in accordance with the approved details, amended as necessary by the technical and safety audit process, and opened to traffic.

The development hereby approved shall not commence until details of the works required to Sundon Road to close off the makeshift layby and make good the verge on the opposite side of the site have been submitted to and approved in writing by the Local Planning Authority. No dwelling shall be occupied until the makeshift layby has been closed in accordance with the approved details, amended as necessary by the technical and safety audit process, and opened to traffic.

The development hereby approved shall not commence until an Electric Vehicle Charge Management Plan (EVCMP) has been submitted to and approved in writing by the Local Planning Authority; the Plan shall include details of:
Details of number of active charging points available to all the residents and to be no less than 10% of the spaces provided. Such details shall include the capacity of electricity supply to meet the demand from those charging points.
Detail of the provision of passive charging points (facility) to no less than one space per dwelling. Such details shall include the capacity of electricity supply to meet the demand from those charging points.
Detail of the provision of active charging to no less than 10 spaces for electric cycles and motorcycles. Such details shall include the capacity of electricity supply to meet the demand from those charging points and the secured housing for those vehicles.
No part of the development shall be occupied prior to implementation of those parts identified in the EVCMP.
Those parts of the approved EVCMP that are identified therein as being capable of implementation after occupation shall be implemented in accordance with the timetable contained therein and shall continue to be implemented.

The development hereby approved shall not commence until detailed plans and sections of the proposed road(s), including gradients and method of surface water disposal have been submitted to and approved by the Local Planning Authority, and no dwelling shall be occupied until the section of road which provides access has been constructed (apart from final surfacing) in accordance with the approved details.

The development hereby approved shall not commence until a scheme for the parking of cycles on the site has been submitted to and approved in writing by the Local Planning Authority. No dwelling shall be occupied until the approved scheme has been fully implemented, and shall thereafter retained for this purpose.
Reason: To ensure the provision of adequate cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport. (Policy T3, CBLP July 2021, and Section 9, NPPF July 2021) |

No dwelling hereby approved shall be occupied until details of bin storage/collection point have been submitted to and approved in writing by the Local Planning Authority, and implemented in accordance with the approved details.

The development hereby approved shall not commence until a satisfactory landscaping scheme, to include all proposed soft and hard landscaping and featuring native tree planting, and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme, and details of landscape management, have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and / or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and management arrangements, and any which die or are destroyed during this period shall be replaced during the next planting season. Reason: To ensure an acceptable standard of landscaping, to limit the visual impact of the development, and to increase biodiversity and net gain in species. The development hereby approved shall not commence until an Ecological Enhancement Strategy (EELS) for the creation of new wildlife features such as hibernacula, the inclusion of integrated bird/bat and bee boxes in buildings/structures, hedgehog holes in fences, and tree, hedgerow, shrub and wildflower planting/establishment, and to include the area identified as paddock / orchard as shown on Site Location Plan 18025 - SK110, has been submitted to and approved in writing by the Local Planning Authority. The content shall be informed by the Ecological Impact Assessment, prepared by Green Environmental Consultants, Report no. 1504/1, July 2021, and include the: a) purpose and objectives for the proposed works; b) detailed design(s) and/or working method(s) necessary to achieve stated objectives (including, where relevant, type and source of materials to be used); c) extent and location of proposed works shown on appropriate scale maps and plans; d) timetable for implementation, demonstrating that works are aligned with the proposed phasing of construction; e) persons responsible for implementing the works; f) details of initial aftercare and long-term maintenance.
The works shall be carried out strictly in accordance with the approved details and shall be retained in that manner thereafter.

The development hereby approved shall not commence until a Sustainability Statement has been submitted to and approved in writing by the Local Planning Authority providing details of the following sustainability measures:
- minimum 10% carbon emission reduction over the Building Regulations; - maximise on opportunities for renewable energy generation - even if renewable technologies will not be used to achieve the target emission reduction. This is to ensure that future occupants can easily install renewable energy generation technologies and enable the transition to a low carbon future (NPPF 2021). - the higher water efficiency standard of 110 litres per person per day; - climate resilience to ensure that dwellings are not at risk of overheating or flooding.
Development shall proceed in accordance with the approved Sustainability Statement.

The development hereby approved shall not commence until a further Phase 2 investigation report, as recommended by the previously submitted Paddock Geo Engineering Ltd Site Contamination Risk Assessment, reference P21-127sca_V2, July 2021, has been submitted to and approved in writing by the Local Planning Authority. A remediation strategy to deal with the risks associated with contamination of the site shall also be submitted to and approved in writing by the Local Planning Authority. The remediation strategy shall include an options appraisal giving full details of the remediation measures required and how they are to be undertaken. The strategy shall include a plan providing details of how the remediation works shall be judged to be complete and arrangements for contingency action.

The development hereby approved shall not commence until details of the proposed pedestrian link to Harlington Footpath 4 (FP4) have been submitted to and approved in writing by the Local Planning Authority. Details shall include surfacing and width to be in keeping with the Council's footway standards. The pedestrian link shall be fully implemented in accordance with the approved details before the development is first occupied and thereafter retained.
Reason: To ensure an adequate pedestrian connection to Harlington Public Footpath 4 (FP4) and the village of Harlington. (Policy EE12, CBLP July 2021, and Section 9, NPPF July 2021) |

The development hereby approved shall not commence until a plan showing the locations of fire hydrants within the site to ensure that no dwelling is further than 90m from the nearest hydrant, and a connection to the water main, has been submitted to and approved in writing by the Local Planning Authority. No dwellings shall be occupied until the fire hydrants have been installed, and shall thereafter be retained.
