Conditions or Reasons:
1) The development, due to the excessive bulk, scale, massing and siting adjacent to the boundary, would have an overbearing impact on neighbouring dwellings and the public Right of Way. The development would also be contrary to the existing pattern and grain of development within the area, harmful to the local character and contrary to Policy HQ1 of the CBLP (2021).
