Conditions or Reasons:
1) The proposed development represents inappropriate development within the Green Belt, which is, by definition, harmful to the Green Belt. The proposal, by reason of its excessive size, massing and overall design would be harmful to the openness of the green belt. No factors which could amount to very special circumstances to outweigh the harm to the Green Belt have been advanced. The proposal is therefore contrary to Section 13 of the National Planning Policy Framework.
2) The garage would, because of its design and siting, appear overly prominent and intrusive within the streetscene. It would appear out of keeping with the character of the surrounding area, resulting in harm to the visual amenities of the area. As such, the proposal is considered contrary to Section 12 of the NPPF, Policy HQ1 of the Central Bedfordshire Local Plan (2021), the Central Bedfordshire Design Guide (2023).
