Conditions or Reasons for Planning Application - CB/23/00938/FULL
Conditions or Reasons:
1) The proposed development by virtue of its close proximity to residential properties, overbearing scale and massing of the development would lead to visual intrusion, noise disturbance, resulting in unacceptable harm to the living environment of existing and future residents. The proposed development conflicts with Policies HQ1, EMP1 and CC8 of the Central Bedfordshire Local Plan and Section 12 of the NPPF.
2) Insufficient information has been provided to demonstrate that development impacts could be accommodated within the surrounding highway network, without causing unacceptable levels of delay and congestion. The proposal conflicts with policies T1 and EMP1 of the Central Bedfordshire Local Plan and Section 9 of the NPPF.
3) The proposed development due to the lack of appropriate parking and turning areas for larger vehicles, would result in the turning and manoeuvring of larger vehicles in unsuitable areas, creating a hazard to other highway users. The proposed development conflicts with Policy T2 and EMP1 of the Central Bedfordshire Local Plan and Section 9 of the NPPF.
4) The proposed development would result in ecological harm as it fails to provide biodiversity net gains and insufficient information is submitted to justify off-site provision, along with insufficient information to determine whether protected species would be adversely affected by the proposed development. The proposal conflicts with the requirements of Policies EE2 and EE3 of the Central Bedfordshire Local Plan and Section 15 of the NPPF.
