The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

The development hereby permitted shall not commence until details of the materials to be used for the external walls and roofs have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.
Reason: To control the appearance of the development in the interests of the visual amenities of the locality. (Policy HQ1, CBLP July 2021, and Section 12, NPPF December 2023) |

The development hereby permitted shall not commence until a satisfactory landscaping scheme, a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme, and details of landscape management, have been submitted to and approved in writing by the Local Planning Authority. This shall include details of replacement planting as required, a schedule of works to be undertaken and management arrangements. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and / or first use of any part of the development (a full planting season means the period from October to March). The planting shall subsequently be maintained in accordance with the approved landscape maintenance scheme and management arrangements, and any which die or are destroyed during this period shall be replaced during the next planting season.

A visibility splay of 2.4m measured into the site along the centreline of the junction and, from this point, measured 43.0m in each direction to the channel of the road shall be kept free in perpetuity from all obstructions.

A triangular vision splay shall be provided on each side of the new access drive and shall be 2.8m measured along the back edge of the highway from the centre line of the anticipated vehicle path to a point 2.0m measured from the back edge of the highway into the site along the centre line of the anticipated vehicle path. The vision splay so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 0.6m above the adjoining footway level. Reason: To provide adequate visibility between the existing highway and the access, and to make the access safe and convenient for the traffic which is likely to use it. All on site vehicular areas shall be surfaced in stable and durable materials (not loose aggregate). Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding, to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits. The development hereby permitted shall not be occupied until a refuse collection point located at the site frontage and outside of the public highway and any visibility splays has been be fully implemented, and shall be retained thereafter.
Reason: In the interest of amenity and in order to minimise danger, obstruction and inconvenience to users of the highway and the site. (Policy T2, CBLP July 2021, and Section 9, NPPF December 2023) |

The development hereby permitted shall not commence until a Construction Traffic Management Plan (CTMP) has been submitted to and approved in writing by the Local Planning Authority. The CTMP shall include proposals for construction traffic routes, the scheduling and timing of movements, any traffic control, signage within the highway inclusive of temporary warning signs, the management of junctions to, and crossing of, the public highway and other public rights of way, details of escorts for abnormal loads, temporary removal and replacement of highway infrastructure and street furniture, the reinstatement of any signs, verges or other items displaced by construction traffic, banksman and escort details. The CTMP shall be implemented in accordance with the approved details for the duration of the construction period.

All ecological measures and/or works shall be carried out in accordance with the details contained in Table 6 of the Preliminary Ecological Appraisal (Arbtech, 1 December 2022), as already submitted with the planning application and agreed in principle with the Local Planning Authority prior to determination.
Reason: To ensure that works are ecologically sensitive and do not result in adverse impacts to protected species. (Policy EE2, CBLP July 2021, and Section 15, NPPF December 2023) |

The development hereby permitted shall not commence until an Ecological Enhancement Strategy (EES) for the creation of new wildlife features such as hibernacula, the inclusion of integrated bird/bat and bee boxes in buildings/structures, hedgehog holes in fences and tree, hedgerow, shrub and wildflower planting/establishment has been submitted to and approved in writing by the Local Planning Authority. The content shall include the: a) purpose and objectives for the proposed works; b) detailed design(s) and/or working method(s) necessary to achieve stated objectives (including, where relevant, type and source of materials to be used); c) extent and location of proposed works shown on appropriate scale maps and plans; d) timetable for implementation, demonstrating that works are aligned with the proposed phasing of construction; e) persons responsible for implementing the works; and f) details of initial aftercare and long-term maintenance. The works shall be carried out strictly in accordance with the approved details and shall be retained in that manner thereafter.
Reason: To ensure development is ecologically sensitive and secures biodiversity enhancements. (Policy EE2, CBLP July 2021, and Section 15, NPPF December 2023) |

The surface water drainage shall be constructed to manage surface water runoff from the development for up to and including 1 in 100 year event (+40%CC), via infiltration. The final detailed design shall be based on the agreed Drainage Strategy (Ref: Aegaea, AEG0866_LU7, 22 March 2023) and DEFRAs Non-statutory technical standards for sustainable drainage systems (March 2018) and shall be implemented and maintained as approved. Maintenance will ensure the system functions as designed for the lifetime of the development. Any variation to the connections and controls indicated on the approved drawing which may be necessary at the time of construction would require the resubmission of those details to the Local Planning Authority for approval in writing.
Reason: To ensure the approved system will function to a satisfactory minimum standard of operation and maintenance and prevent the increased risk of flooding both on and off site. (Policies CC3, CC4 and CC5, CBLP July 2021, and Section 14, NPPF December 2023) |

The development hereby permitted shall not commence until a finalised 'Maintenance and Management Plan' for the entire surface water drainage system, inclusive of any adoption arrangements and/or private ownership or responsibilities, has been submitted to and approved in writing by the Local Planning Authority, and the approved surface water drainage scheme has been correctly and fully installed as per the final approved details.
Reason: To ensure that the implementation and long term operation of a sustainable drainage system (SuDS) is in line with what has been approved, in accordance with Written Statement HCWS161, 18th December 2014. (Policies CC3, CC4 and CC5, CBLP July 2021, and Section 14, NPPF December 2023) |

The window in the first floor east side elevation of the dwelling hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the window which can be opened are more than 1.7m above the floor of the room in which the window is installed.

The development hereby permitted shall not be occupied until details of a proposed electrical vehicle charging point(s) have been submitted to and approved in writing by the Local Planning Authority. The development shall be completed in accordance with these approved details.

The development hereby permitted shall not commence until details of improvements to the highway, including construction and drainage works, between the carriageway of Sandy Lane and the application site (including a turning area suitable for a light goods vehicle) have been submitted to and approved in writing by the Local Planning Authority. No works above ground level shall commence until those improvements have been constructed in accordance with the approved details. Such improvements shall include the dedications of land as public highway as necessary.
Reason: To minimise danger, obstruction and inconvenience to users of the highway due to the intensification of use of a substandard highway. (Policy T2, CBLP July 2021, and Section 9, NPPF December 2023) |

Prior to commencement of above ground works hereby permitted, a barrier, by way of bollards, shall be installed across the bridleway in line with the western boundary of the application site, and shall thereafter be retained.

The development hereby permitted shall not commence until a scheme to provide two alternative parking spaces for the existing dwelling, Lyncarion, has been implemented.

The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers Site Location Plan (unreferenced), 3378-07D and 3348-04.
