Conditions or Reasons for Planning Application - CB/23/01063/FULL
Conditions or Reasons:
1) The proposal, by virtue of its siting to the adjacent boundaries, layout span across the site on a narrow plot of land infilling the gap between existing built form, would appear as a cramped form of development, and an overdevelopment of the site. A lack of mitigation has been provided in the way of landscaping and therefore, the proposed dwelling would result in a harmful impact upon the streetscene and visual amenity of the area, not deemed to constitute high-quality design, conflicting with Policy HQ1 of the Central Bedfordshire Local Plan, the Section 11 of Central Bedfordshire Design Guide and Section 12 of the NPPF.
2) The proposed by virtue of its siting and scale would create an unacceptable overshadowing and overbearing impact upon the private rear amenity space of No. 3 High Street, therefore not constituting high-quality design, conflicting with Policy HQ1 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide and Section 12 of the NPPF.
3) The proposal fails to demonstrate that it would provide the required 30% tree coverage at the application site, due to its siting within the Marston Vale Forest Boundary, and would therefore conflict with Policy EE9 of the Central Bedfordshire Local Plan.
4) The proposal if permitted would use only part of an existing crossover and would cause a vehicle to have to enter/exit the site at an angle where overrun of the footway would be prevalent, the widening of the crossover to be in line with the on-site parking provision would cause vehicles to cross the solid line chevrons of the traffic calming island and cause conflict and confusion with users of the cycle lane and vehicles giving way and could cause obstruction of the carriageway, causing inconvenience to users of the highway and issues of conflict and safety. As such, the proposal would be contrary with Policies T2 and T3 of the Central Bedfordshire Local Plan and the Parking Standards for New Developments SPD.
