Conditions or Reasons for Planning Application - CB/23/01110/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Notwithstanding the details submitted with the application, the 3 no. new sash windows hereby approved shall be of painted timber construction, single glazed and shall operate in a traditional sliding-sash manner, full constructional details of which, provided as drawn detail at scales between 1:1 (for glazing bar profiles) and 1:20 in elevation, plan and section, as appropriate, confirming the following shall be submitted to and approved in writing by the Local Planning Authority prior to any installation of the windows on site, and the approved development shall thereafter be implemented strictly in accordance with the approved details:-
window construction material and final paint finish colour
glazing type
glazing bar profiles
window opening configurations
confirmation of intended depth of window reveal to match those of the existing sash windows (section drawing)

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of this listed building in all respects and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
3) Notwithstanding the details submitted with the application, full details of any kitchen and bathroom extract vents or flues exiting in any respect upon the exterior of the building shall be submitted to, and approved in writing by, the Local Planning Authority prior to any installation on site and the approved development shall thereafter be implemented strictly in accordance with the approved details.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of this listed building in all respects and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
4) Notwithstanding the details submitted with the application any works of internal and external 'making good' associated with the development hereby approved, including brickwork, timberwork, plasterwork, the use of mortars, renders and decorative finishes, shall be undertaken with materials and in a manner which are strictly compatible with the traditional constructional detailing and character of the building, close-matching with existing materials as appropriate.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of this listed building in all respects and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
5) Notwithstanding the details submitted with the application all final external colour finishes shall be maintained as existing unless otherwise agreed in writing and in advance of final decoration or finishing, as appropriate, by the Local Planning Authority, and the approved development shall be undertaken thereafter strictly in accordance with the agreed details.

Reason: To ensure that the approved development is carried out in a manner that safeguards the traditional character of this listed building in all respects and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
6) Notwithstanding the details submitted with the application, the rear timber enclosure fencing and gates hereby approved shall be given a dark stained decorative finish to the full approval of the Local Planning Authority and shall be maintained as such thereafter.

Reason: To ensure that the approved development is carried out in a manner fully appropriate to, and in safeguarding of, the character and appearance of the listed building in all respects and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
7) Notwithstanding the details submitted with the application full details of the intended final decorative finish of the rear balustrade fencing and replacement fire escape stair and handrail hereby approved shall be submitted to, and approved in writing by, the Local Planning Authority prior to any installation on site and the approved development shall be implemented strictly in accordance with the approved details, and maintained as such thereafter.

Reason: To ensure that the approved development is carried out in a manner fully appropriate to, and in safeguarding of, the character and appearance of the listed building in all respects and to safeguard the character and appearance of the Conservation Area in which the building is located (Section 16, NPPF)
8) Prior to occupation of the development, details and results from in situ testing or measurement of the sound insulation of the building envelope and of acoustically attenuated mechanical ventilation shall be submitted to and approved in writing by the Local Planning Authority.  The ventilation system shall intake fresh air from the rear side of the building only, away from vehicular emissions from High Street North.  The details approved shall thereafter be permanently retained.
 
Reason
To ensure the amenity of occupiers of the development is not affected by transport noise, in accordance with Policies HQ1 and CC8 of the CBC Local Plan
9) The development hereby permitted shall be undertaken in full accordance with the Councils adopted Construction Code of Practice for Developers and Contractors https://www.centralbedfordshire.gov.uk/info/44/planning/674/codes_of_practice_for_planning.

Reason: In order to minimise the impact of construction work on the amenities of nearby residential properties (Section 12, NPPF)
10) The development hereby permitted shall not be occupied until the cycle parking as shown on the submitted plans has been fully implemented and thereafter retained for this purpose.

Reason: To ensure the provision of cycle parking to meet the needs of occupiers of the proposed development in the interests of encouraging the use of sustainable modes of transport.

11) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 201 Rev B, 202 Rev B, 203 Rev B,204 Rev B, 205 Rev B, 206 Rev B, 207 Rev B, 100, 101 Rev A, 102 Rev A, 103 Rev A, 104 Rev A, 105 Rev A, 106 Rev A and JOSTEC Report 22675.

Reason: To identify the approved plan/s and to avoid doubt.
